A former Wall Street financier and his alleged accomplice — a North Texas substitute teacher — have been charged with orchestrating a 10-year sex trafficking network that allegedly lured women to New York under false pretenses before subjecting them to violent sexual abuse, prosecutors announced.
The U.S. Attorney’s Office for the Eastern District of New York confirmed that Howard Rubin, 70, and Jennifer Powers, 45, were arrested and charged with sex trafficking, transportation for purposes of prostitution, and bank fraud. Federal authorities allege the pair used their wealth and influence to recruit women nationwide and exploit them in what prosecutors described as a “commercial sexual torture” scheme.
Rubin, a former financier known for his career in investment banking, was arrested in Connecticut and pleaded not guilty in Brooklyn federal court. Powers, a resident of Southlake, Texas, was arrested in Tarrant County and is expected to appear in New York at a later date.
“For many years, Howard Rubin and Jennifer Powers allegedly spent at least one million dollars to finance the commercial sexual torture of multiple women via a national trafficking network,” said FBI Assistant Director Christopher Raia. “The defendants allegedly exploited Rubin’s status to ensnare their prospective victims and forced them to endure unthinkable physical trauma before silencing any outcries with threats of legal recourse.”
The indictment alleges that between 2009 and 2019, Rubin and Powers recruited women to travel to New York City, promising lucrative payments for consensual adult encounters. However, prosecutors say once the women arrived, they were subjected to severe physical and sexual violence that went far beyond what had been agreed to — including bondage, domination, and other acts involving significant pain and humiliation.
Initially, the meetings occurred in luxury hotels, but as the operation grew, Rubin reportedly transformed a room in his Manhattan penthouse into a soundproof “sex dungeon.” The red-painted chamber was allegedly equipped with bondage restraints, paddles, and other BDSM equipment, according to court filings.
Federal documents describe incidents in which Rubin ignored women’s “safe words” — a term used in BDSM practices to halt an activity — and continued violent acts despite their protests.
“In some instances, Rubin provided a ‘safe word’ the women could say to convey that they wanted the violent sexual conduct to cease, but then disregarded the safe word when women used it,” the indictment reads.
Victims reportedly suffered serious physical injuries, including bruising and internal trauma, that required medical attention. Prosecutors said that the women feared for their safety and were left psychologically scarred.
Prosecutors allege Rubin and Powers spent over $1 million maintaining the trafficking operation, using electronic payments through wire transfers, PayPal, and Venmo.
Victims were allegedly paid based on Rubin’s “satisfaction” — those who endured violent encounters without resisting received up to $5,000, while others received less. The indictment states that the payments and threats were used to maintain control and silence the victims.
Authorities also charged Rubin with bank fraud, alleging that he made false statements to financial institutions to secure mortgage financing for Powers’ Texas home.
Following Powers’ arrest, Carroll Independent School District in Texas confirmed that she had previously worked as a substitute teacher but is no longer affiliated with the district.
“The allegations are serious, and this individual is no longer affiliated with the district,” the district said in a public statement. “There is no connection between these allegations and any activity within CISD.”
Federal investigators emphasized that the criminal activities occurred primarily in New York, with recruitment and coordination facilitated across state lines.
If convicted of sex trafficking, both Rubin and Powers face mandatory minimum sentences of 15 years and up to life imprisonment. They also face additional penalties of up to 10 years for transporting women for commercial sex acts. Rubin’s bank fraud charge carries a potential 30-year maximum sentence.
Prosecutors say more victims may still come forward as the investigation continues, noting the possibility that Rubin and Powers’ network extended beyond New York and Texas.
